Will OPEGA be Allowed to Stop Waste and Fraud?

Will State Government ever stop fraud and waste in Privatization?
August 16, 2009.

As State Government seeks to enrich private interests with no concern for the taxpayer, public officials in other State and local governments are seeing outsourced contracts bleeding red ink and are starting to review “good old boy” contracts that have been in place for years.

Maine government has always been ready to settle for the quick fix. They have waited until times are desperate, rather than planning ahead.

Our governors and legislators on both sides of the aisle have always been ready to fall back on blaming State employees as too expensive while seeking the cover of downsizing State Government and claiming contractors can perform public services “better, cheaper, and faster.”

The well hidden facts show that this is very often so much cow flop. The justification for privatizing government services is becoming harder sell as more and more examples of waste are shown. On the National level the examples include abuses by federal contractors such as Halliburton and Blackwater in Iraq.

How many dead Marines were killed due to faulty showers turned into electrified death chambers?

On the interstate our rest areas are closed. Except where State Employees work, the interstate looks like a scene from a disaster movie.Contractors paint their trucks the same color as State trucks, buy their employees the same uniforms, then when they “lean on shovels” a State employee is blamed.

In Maine we outsourced the grass cutting on the interstate. When the costs for State employees to cut grass was figured, the State costs were figured based on weekly cutting from May 1 through Labor day. When the so called cheaper bid was given out the contractors were only required to cut the grass two times during the season.

This contract has never been reevaluated. Millions, perhaps tens of millions of dollars are going to mostly one Augusta landlord while State buildings remain empty and the legislators are being urged to tear down the remaining buildings and rent from Eddie G. In the mean time the state study on the cost of rental space has been suspended since 2008.(Check the link to OPEGA)

The Maine Revenue Service pays private contractors to collect taxes and then lets them skim some of the funds, all the while paying more for the services than the cost of hiring State employees.

State IT hires contractors to do services that could be provided by State employees by withholding training funds for State employees in order to claim that we have no one able to perform the services.

.The real costs of privatization must be exposed. 911, Fire Departments, State Police, Motor Vehicles, in many places the profit motive does not support the the public good.

In the name of public service, some State and local agencies are limiting privatization: · The Metrolink commuter rail agency in Los Angeles voted to stop outsourcing and hire its own train crews, after a crash killed 25 people.

There are rising cries for Audits of State contracts. Last week, OPEGA, ( The Office of Program Evaluation & Government Accountability) called for a thorough review of State contracts to determine where services might be less expensively provided by State employees.

Citizens are not being served, State offices are closed, our budget is put in danger by privatization and it’s only to enrich a few at a huge cost to the taxpayers.

Legislators, perhaps looking to their own retirement as consultants are trying to outsource many functions, rest areas closed or outsourced, grass cutting on the interstate where it is looking like a wheat field, not a road.

Last year the Levinson center in Bangor was outsourced to save twelve cents a day.

OPEGA suspended

Employees lost pay and benefits in order to enrich a corporation and save $512.00 a year. The bidding process alone probably ate up a hundred years of the so called savings.

We must demand that our government works for all Mainers, and tax dollars are no longer flushed down the toilet by government contracts. The need to end waste, fraud and abuse in government contracting demands legislation be passed to ensure:

Ensure that jobs that should be done by government are performed by State employees. Agencies would be required to identify those jobs performed by contractors, review the costs and bring all jobs back in house that can be performed at the same or lower costs.

All contracts must consider the loss of revenue to the State for any contract bid that would send substantial dollars out of State.

We lose tax revenue, and we lose good jobs for Mainers by paying out of State and even off shore contractors. Considering this loss of revenue would bring many more jobs in reach of State government or to other Maine employers.

Agencies must be required to provide inventories of all contracts and to track costs and performance.

Require agencies to determine whether there are or will be staffing shortages and develop plans to address them.

Require that all contract costs be made public and that all terms of any outsourced conract be based on the same work being performed by State government.

Direct the Administration to make long-overdue reforms, as suggested by OPEGA, (The Office of Program Evaluation & Government Accountability)
to contracting out policies and reviews.

Suspend all contracting out that would result in the loss of any State jobs until all the reforms have been made across the government.

Until then, check out how much has not been done, how many dollars are in limbo because the studies have been suspended (cost to rent buildings for one)
how much more we need to do?

MSEA-SEIU Local 1989 President Hodsdon Steps on Rumors



MSEA-SEIU President Bruce Hodsdon pledged to serve out his full term if reelected this fall.


He has been passing the word at chapter meetings for the past few weeks. There had been rumors swirling that he was interested in resigning right after the election and letting his probable VP, Ginnette Rivard serve the rest of his term.

After weeks of rampant speculation regarding the future of MSEA-SEIU president Bruce Hodsdon, the President faced the rumors head on and stated officially the he will serve 100% of his term if reelected.

The following quote is from memory, and may not be the exact wording used at the time.

“I want to say that I have heard the rumors of my planned resignation and state that I am 100 percent committed to MSEA-SEIU and I look forward to fulfilling my duties in years to come,” Hodsdon said.

“Due to the work of the membership and the time and effort, made by everyone associated with our Union, I believe we are building a stronger future for all of us.”

“I have no plans for another job anywhere besides MSEA-SEIU at this time,” Hodsdon said very definitely.

While many former Union officials migrate from local positions to higher-profile national jobs with their Unions, Bruce Hodsdon doesn’t seem to have any interest in the national scen at this time.

Rumors swirled around unsubstantiated talk about Hodsdon’s plans to quit after election and taking a job with SEIU, following the pattern of many retired Union officials that often plan on quitting and find they can’t give up the work..

Hodsdon has plenty of time in MSEA and State service, as a former VP, Ferry worker and even a stint on the dark side as Human resources. He is currently on the international board of SEIU and has represented Maine’s interests at every chance.

Hodsdon has yet to be reelected and start a second two-year term with MSEA-SEIU but at this time the odds seem in his favor.

Hodsdon has compiled a long, successful record with MSEA-SEIU since taking office two years ago and has been president during disastrous economic conditions but has continued to work towards making our Union more member driven by involving State Employees from all bargaining units in all aspects of the Union from Labor Management committees to bargaining.

I mentioned Harold Shaw in another post. Harold is a State Employee and a very talented guy. While reading his blog I came across this optimistic piece that debunks some of the negative press that the right wing is trying to circulate about the president.

THE OBAMETER UPDATE 6-14-09

Many have conveniently forgotten how bad things were getting in January 2009 and what President Obama walked into when he took the oath of office six short months ago. The conservatives and wingnuts want people to think that all of the things that are wrong with this Country are his fault. This is a Presidency, that inherited an economy that was in shambles, an international reputation as a lone ranger and a bully, warmongering (Iraq and Afganistan), declining respect by the people for the government, and a “get it while you can mentality” in and out of government. He did not start the bailouts to the banking industry, the recession, the wars or many of the other things that have been news stories and laid at his feet, but he sure as heck was caught in the middle of them.

President Obama is coming up on 6 months in office and actually for the short amount of time in office, he has been effective. He has restored some of America’s tarnished image on the world stage, he has attempted to reach out to the conservative and had his hand slapped away, he has used the bully pulpit to get his programs through.

Does this mean I agree with everything that he had done – of course not. I believe that he has tried to work too much with the conservatives, I believe that there should be a single payer national health insurance at a basic level and if you want more than that go to the private health industry, Guethner has turned out to be more of an insider to the financial industry and a few others.

Overall, I like the direction he is taking my Country. Away from the extremists in either party.

We did have a peaceful transition of power, but that is not to say it has been easy or civil at times from the world of the Conservatives or “Wingnuts”.

Those are my thoughts, what are yours?

Oregon Bill Bans Mandatory Anti-Union Meetings, Moves to the House


I want to be the 1st person through the door the morning after a local Wal-Mart Unionizes. I will wear my Union colors and call the “associates” brother or sister.

It has been estimated that the cost of better wages and benefits for all Wally World employees could cost an extra $1.00 to a $1.50 per $$100.00 purchase.

Wal-Mart could swallow that and never even have to raise prices. Recently the corp. made a Twelve Billion dollar profit in one year.

The Oregon senate believes workers are able to choose to form a Union and bargain for themselves.

The senate also believes employees may be able to think for themselves and should not be forced to attend coercive, mandatory anti-union meetings held by an aggressive and threatening management.

Monday the Oregon Senate passed the Worker Freedom Act. It now goes to the House, where it passed in 2007.

The legislation, if passed will make it illegal for an employer to discipline or fire a worker who refuses to attend a meeting on politics, religion or union organizing during work hours.

Almost all anti-union campaigns are use mandatory meetings where employers or hired Union Busters use scare tactics to intimidate workers. Depending on how you look at the statistics between 25% and 60% of companies involved in a Unionization campaign fire or punish employees who support Unions.

During the 2008 Presidential campaign, Wal-Mart forced employees to attend meetings where they were told that electing Democrats to the White House and Congress could threaten their jobs.

The Worker Freedom Act was passed 16-14, by the Oregon Senate.

Oregon Gov. Ted Kulongoski has said he will sign the bill if it reaches his desk.

MAINE STATE EMPLOYEE BUDGET CUTS

Well the news is out, we finally know (sort of) what is happening to Maine State employees if the State budget passes as it came out of the Budget Committee last night/this morning. Initial reports have State employees having at least 20 state closure days without pay and some sort of health insurance change/co-pay over the course of the next 2 years. (Editor: Since this post, the 10% health care cut, the loss of longevity, loss of merit steps and the loss of the right to bargain have added to the harm done with no negotiations)

How do I feel about this? I understand the rationale/reasons and would prefer to have the “state-wide closure no pay days” than a straight 5% pay cut. At least it means I will have some extra time off, even if I don’t get paid for it. Supposedly they will align these closure day with Monday holidays making it 4 days in a row vs 3. It does mean the there will be less time to complete projects, complete work, etc., but I do believe that we have to do our part to help through the budget crisis we are currently in. But I am concerned about State employees at the lowest end of the pay scale and how this will impact their budgets?

The medical insurance will impact people the most, but it is another reason why I support a single-payer health care system that covers every single American with the same basic coverage. If you want or can negotiate with your work to provide more than the basic coverage that is a great thing, but everyone needs to have health care, which in turn would make this less of an issue for any employer.

The bottom line is that I will loose at least 10 paid days a year which means that I am still employed for 230 (240 is considered the number of days the average person works in a year) days, which is a lot better than many people in the U.S. or the World are doing. Hopefully, this is the last round of cuts that have to be made. (Editor: Sorry to say Harold, but some in the legislature are planning on coming back for seconds in January. Next on the radar, current and future retirement benefits.)

However, if it did come to a lay-off, it would not be easy for us, but we would make the best of it, just like anyone else that is laid off does. But to be prepared (just in case) because you never know what will happen, we are pushing to pay off the mortgage – it is done in Sept 2010, and paying down all other bills we have, but it is better to be prepared than suddenly getting hit with a lay off and then having a mountain of bills.

I hope that we are beginning to turn this mess around and that this recession is going to get better soon, so that more cuts or layoffs are not necessary – only time will tell. Do I think that this is the right thing to do now? I think so, we as State employees have a responsibility do our part to help our State through this difficult time.

Will the Presitdent add More Taxes on State Employees?

Is the president planning on taxing health benefits? What would that mean to State Employees that were just hit with a nearly $900.00 per year increase? Depending on what kind of tax and at what level State Employees could face from nothing to several thousand dollars a year in pay cuts. It gets worse later. If the benefits are based on a fixed dollar amount then at the rate health care has been increasing for twenty years 90% of your health care would be taxable within ten years.


President Obama seems to be turning 180 degrees from his campaign attacks against John McCain’s suggestion that health care benefits should be taxed. He said it to McCain’s face and he ran TV spots chastising the Senator for even thinking of taxing health care.

Now he has told Democratic senators that he is willing to consider taxing employer-sponsored health benefits to help pay for a broad expansion of coverage.

This is thin ice for Obama who said, while debating John McCain “For the first time in American history, he wants to tax your health benefits,” “Apparently, Senator McCain doesn’t think it’s enough that your health premiums have doubled. He thinks you should have to pay taxes on them, too.”

Senate Finance Committee Chairman Max Baucus (D-Mont.) said Obama seemed willing to change the existing tax break for employer paid health care. The decision will anger supporters and especially supporters who are in the same unions that had so much to do with Obama getting elected.

White House officials said taxing health insurance benefits provided by employers is not Obama’s first choice, but did not rule out the possibility.

Republican Sen. Judd Gregg (N.H.) supports imposing a tax on certain health plans (read that as Union plans). Sen. Democrat Sherrod Brown (Ohio) says such a tax would unfairly hurt middle-class workers with good benefits.

Several ideas have been floated, taxing all benefits, a benefit cap, that could kick in at some dollar amount, only taxing benefits for employees that make above a certain income level. Health Care should be available to all. I don’t know if we can get there if the plan is to take it away from the middle class with tax policies that make a good plan unaffordable.

I do know that the Republican party on the whole will do everything it can to keep your health care dollars going to make profits for the few, not health care for all.

Now he has told Democratic senators that he is willing to consider taxing employer-sponsored health benefits to help pay for a broad expansion of coverage.

This is thin ice for Obama who said, while debating John McCain “For the first time in American history, he wants to tax your health benefits,” “Apparently, Senator McCain doesn’t think it’s enough that your health premiums have doubled. He thinks you should have to pay taxes on them, too.”

Senate Finance Committee Chairman Max Baucus (D-Mont.) said Obama seemed willing to change the existing tax break for employer paid health care. The decision will anger supporters and especially supporters who are in the same unions that had so much to do with Obama getting elected.

White House officials said taxing health insurance benefits provided by employers is not Obama’s first choice, but did not rule out the possibility.

Republican Sen. Judd Gregg (N.H.) supports imposing a tax on certain health plans (read that as Union plans). Sen. Democrat Sherrod Brown (Ohio) says such a tax would unfairly hurt middle-class workers with good benefits.

Several ideas have been floated, taxing all benefits, a benefit cap, that could kick in at some dollar amount, only taxing benefits for employees that make above a certain income level. Health Care should be available to all. I don’t know if we can get there if the plan is to take it away from the middle class with tax policies that make a good plan unaffordable.

I do know that the Republican party on the whole will do everything it can to keep your health care dollars going to make profits for the few, not health care for all.
